What is the Climate Action & Adaptation Plan (CAAP?
The CAAP is a bold response to the challenges posed by climate change, reflecting our commitment to a sustainable, healthy future. The strategies and actions outlined in the CAAP are crafted for Pico Rivera, highlighting our leadership in climate action and benefitting both our local community and global climate.
This CAAP is the City’s roadmap to achieve our vision of a resilient, sustainable future for all residents. By taking the actions in this CAAP, the City aims to meet ambitious emissions reduction targets in line with state goals: 40% by 2030, 75% by 2040, and a complete transition to net zero emissions by 2045.
Beyond reducing emissions, the CAAP also addresses the city’s vulnerabilities to climate-related hazards that are expected to intensify over time. Crafted to reflect the unique character of Pico Rivera, the CAAP underscores the City’s unwavering commitment to leading in climate action and safeguarding our community’s future.
Pico Rivera’s Greenhouse Gas Emissions
Climate change is caused by the greenhouse gas effect, where greenhouse gases (GHGs) trap heat from the sun, which increases the temperature of the planet, just like a greenhouse roof traps heat from sunlight inside a room.
The graph below shows that Pico Rivera’s GHG emissions increased 2% from 2019 to 2021. Transportation was the largest source of communitywide emissions across both years. In 2021, transportation made up 52% emissions, followed by building energy (33%), refrigerants (9%), solid waste (5%), and wastewater (<1%).

Pico Rivera’s Climate Action Targets
The City of Pico Rivera aims to cut emissions from 1990 levels by 40% by 2030, 75% by 2040, and 100% (net zero emission) by 2045 (Figure 2). These targets are aligned with California and peer city targets. “Net zero emissions” means reducing emissions as much as possible and offsetting any remaining emissions locally. This can be done by (1) actively reducing GHG emissions to zero; (2) using local carbon offset credits or storing GHGs in local trees and soil; or (3) a combination of both methods.
